Stormwater Management Plan Development

Project Scope

The District Council of Streaky Bay is collaborating with Water Technology to undertake an extensive review of its existing stormwater management plan.

The scope of this project was identified in the proposal as to;

  • Engage with stakeholders and the community to develop a long-term vision for stormwater management in the region, and to identify existing risks and potential opportunities
  • Identify appropriate, fit for purpose upgrades and/or new management strategies, with associated costings and priorities so that they can be implemented when funds become available

Stage 1 – Desktop Assessment

The first part of the project was to undertake a desktop assessment prior to an initial site visit. Water Technology were provided with existing infrastructure details, photographs of previous issues, and online interviews with key government stakeholders and Council Officers.

This enabled the consultants to develop some basic modelling and identify areas for site inspections.

Stage 2 – On Site Inspections and Community Consultation

The second phase of the project has been to undertake site inspections and host community and stakeholder workshops. These were advertised through social media, Criterion and letter box drops to targeted areas.

Water Technology visited Streaky Bay on the 19th and 20th of September 2023, where they met with Councillors and held a Council Workshop, hosted a Community Workshop and undertook a number of site inspections.

Stage 2 – Community Survey  

Due to the limited attendance of the community workshop, Council provided the community with the opportunity to participate in a community survey, this survey was distributed via social media and hard copy in the Criterion. The survey closed on 30 October 2023 and all survey responses received were provided to the consultants. Council is awaiting the final Engagement Feedback Document to be provided.

Stage 3 – LidAR Mapping Extension

It was identified through the catchment area modelling that there was a significant portion of the township that had not had the LidAR mapping undertaken and could impact the current and future scenario mapping. The LidAR mapping is undertaken by a drone and uses laser technology to 3D map the landscape and terrain and this is used to map predicted run-off and catchment areas. Council staff and the consultant agreed to undertake this mapping, and this was completed in December 2023. This additional mapping will now be built into the overall modelling that will information opportunities.

Preliminary Findings Report

Council received a Draft Preliminary Findings (Review) Report that provides an overview of existing catchments and issues relating to current stormwater management and the opportunities to improve stormwater management to address both flood protection and the sustainable management of this resource and the environment.

Streaky Bay Stormwater Management Plan Review.

Elected Members attended a workshop with Water Technology on the 5 March 2024 to discuss the findings report, the report was then endorsed by Council at the meeting held 19 March 2024 to go out to community consultation.

Council now invites all interested parties to review the Review Report and provide written feedback to dcstreaky@streakybay.sa.gov.au.
